commercial/industrial base. 45$ is homeowners. <br />So the property tax means everybody shares it; a <br />use tax means the consumer pays for the whole <br />thing." <br />Fauson stated that a property tax increase is a <br />short-term solution and favored looking into <br />alternatives as outlined by Mr. Vollmer. <br />Cussen asked for a clarification as to what areas <br />the City could do without in the CIP's and what <br />other means of revenue Mr. Fauson would seek. <br />Fauson stated that he would be researching all <br />revenue alternatives and would not necessarily <br />agree that there are CIP's not needed. <br />Cussen stated that it was time to get on with many <br />of the needed projects and would definitely favor <br />the proposed property tax increase as the best <br />approach in beginning the Capital Improvement <br />Projects. <br />Mayor Meier moved that the City proceed with the <br />Truth in Taxation Process to raise the property <br />tax mill levy from 7.736 to 9.736. Luce seconded <br />with an amendment. Luce moved to amendment the <br />motion in that if the 1 cent sales tax increase <br />ballot issue passes at the November 5th, 1985, <br />General Municipal Election, the City would agree <br />to drop the increase back to the 7~ rate of 8.572 <br />mills. Mayor Meier seconded the amendment to the <br />motion. The amendment was carried. <br />By roll call, Council approved the property tax <br />increase as outlined by the Truth in Taxation <br />Procedure set forth by State Statute and as <br />amended 6-1 with Fauson voting no. <br />RESOLUTION #26 - <br />TAX LEVY FOR 1985 Hundley stated that in order to certify the new <br />mill levy approved by Council, Resolution #26, <br />Series 1985, must. be adopted. The Resolution <br />levies a tax of 7.736 mills upon each dollar of <br />the total assessed valuation and levies a tax of 2 <br />mills upon each dollar of the total assessed <br />valuation for the purpose of defraying expenses of <br />the capital improvements schedule for construction <br />or completion in the fiscal year January 1, 1986, <br />and ending December 31, 1986. <br />Rautenstraus read Resolution #26 in its entirety. <br />Mayor Meier moved that Resolution #26 be adopted. <br />Johnson seconded. <br />3 <br />
