PRESENTATION OF <br />WATER TREATMENT <br />PLANT PLAQUE <br />APPROVAL OF COMMUNITY <br />BLOCK GRANT COOPERATIVE <br />EFFORT <br />Phare presented a plaque donated by the Rocky <br />Mountain Consultants to the City for the North <br />Water Treatment Plant. <br />Wanush presented to Council a proposal for a joint <br />Community Development Block Grant program with the <br />City of Lafayette. Three people would be <br />appointed to the task force from each city. <br />Louisville's members would be: John Wilkin, <br />Executive Director of the Chamber; Claire <br />Beckmann, President of lst National Bank of <br />Louisville; and Rich Wanush, Director of Community <br />Development. Louisville and Lafayette staff have <br />discussed' the possibility of submitting a joint <br />application for economic development purposes <br />since both cities agree that a single application <br />from either city would not likely be funded, <br />according to Wanush. <br />Hundley stated that last year the State expressed <br />a concern in that they don't want to get into a <br />competitive situation by granting funds to one <br />community for developing retail as it may <br />negatively affect an adjoining community. This <br />proposal would eliminate that problem. The focus <br />would be on the downtown areas of both cities with <br />an assurance that there would be equal benefit to <br />both communities. <br />Mayor Meier moved that the proposal for applying <br />for a joint Community Development Block Grant <br />between the cities of Louisville and Lafayette be <br />approved. Johnson seconded. Approved <br />unanimously. <br />RESOLUTION #27 - IRB'S FOR CENTENNIAL <br />CENTER - PUBLIC HEARING <br />Rautenstraus read in its entirety Resolution #27, <br />"A Resolution setting forth the intention of the <br />City of L©uisville, Colorado to issue Industrial <br />Development Revenue Bonds for Centennial Center <br />Partnership." The Resolution and Public Hearing <br />were properly published. <br />Mayor Meier opened the Public Hearing. <br />Hundley explained that there were compelling <br />benefits for the City as this would create <br />commercial/retail establishments in an area of <br />the City were none currently exist. Locating this <br />center at the proposed site would also improve the <br />2 <br />
