Many projects will have to be put on the <br />back burner without the estimated $100,000 in <br />increased! revenue generated from the property tax <br />increase, according to Cussen, and he is not in <br />favor of lowering the .mill levy. <br />Luce stated that he felt strongly about the need <br />for a tax increase and still does. If there is a <br />sentiment about not raising the mill levy to the <br />9.736 proposed, then at the very least, the 7$ <br />level should be approved of 8.572 mills. Luce <br />asked for more discussion as to 8.572 vs. the <br />7.736 mills. <br />Leary responded by stating that the 7$ has been an <br />on-going policy. However, should the people not <br />want a tax increase in any way, then Council <br />should ga with Fauson's suggestion to leave it at <br />the current level and allow the new Council to <br />find alternate sources of revenue or postpone CIP <br />projects if necessary. <br />Hundley stated that he wouldn't have suggested <br />Council approve an increased mill levy if the City <br />hadn't nesded the revenues for an interim measure <br />to finance the projects in the CIP. Hundley <br />suggested that Council consider going down only to <br />the 7$ level of 8.572 mills as this would at least <br />generate an additional $37,000. <br />Leary said he would support the 8.572 mill levy <br />and moved that Resolution #28 be adopted. Morris <br />seconded. <br />Mayor Meier commented that the 2 mill property tax <br />increase was justifiable to implement needed CIP <br />projects and cannot support Resolution #28. <br />Johnson concurred with the Mayor's comments and <br />will not support Resolution #28 and feels that the <br />current 7.736 mill levy should be adopted in <br />response to the people's desire of not wanting ANY <br />tax increase. <br />Hundley explained that Resolution #28 is written <br />to reflect .836 mills be placed solely in the <br />Capital Improvement Fund and the current amount <br />of 7.736 mills going into the General Fund. <br />Mayor Meier ca 11 ed for a ro 11 ca 11 vote on <br />Resolutian #28. Cussen, yes; Leary, yes; Johnson, <br />no; Fauson, no; Morris, yes; Luce, no; Mayor <br />Meier, no. Resolution #28 was defeated 4-3. <br />6 <br />
