Hundley explained that combining of the four funds <br />was recommended by the City's independent auditing <br />firm and provides greater flexibility and <br />efficiency in completing the City's highest <br />priority projects. At the time of the public <br />hearing, ~ resolution will also be considered by <br />Counci 1 which wi 11 spel 1 out Counci 1's intent to <br />allocate expenditures over the 5-year CIP period <br />consistent with an approved percentage formula. <br />This ordinance makes no distinction between Old <br />Louisville and newer subdivision. New houses <br />(except for replacements to existing homes) would <br />be subject to the same fees regardless of where <br />the lot is located. This is a change from the <br />existing ordinance. <br />Mayor Meier moved that Ordinance #874 be set out <br />for publication and a Public Hearing be set for <br />December 3, 1985. Morris seconded. Unanimous. <br />RESOLUTION #28 <br />MILL LEVY Hundley explained that at the Special Council <br />Meeting held on October 30, 1985, Council adopted <br />Resolution #26 which adopted the City's mill levy <br />at 9.736. Resolution #28 was drafted so that <br />should Council desire lowering the mill levy to <br />8.572 based on the outcome of the sales tax <br />initiative vote on November 5, 1985. <br />Leary explained that those candidates who ran for <br />Council seats and won were those people who were <br />not in favor of a property tax increase. This <br />would indicate that the people are against this <br />tax increase and that Council should respond by <br />certifying the mill levy at the lower level <br />indicated in this Resolution of the 8.572 mills. <br />Leary asked Mayor-elect Herm Fauson if he thought <br />the people are saying that the current mill levy <br />of 7.736 should be kept. <br />Fauson responded that in speaking with <br />constituents most everyone has a problem with a <br />property tax increase. Fauson feels that the tax <br />mill levy should be left exactly as it is <br />currently - 7.736 mills. <br />Johnson concurred with Fauson's response. <br />Morris stated that although she feels the tax <br />increase is necessary, she deferred to Leary's <br />statements that its obvious that the people do not <br />want an increase. <br />Cussen stated that he favored the tax increase as <br />he did not find an appropriate alternative revenue <br />5 <br />
