Postmaster in writing that this is in fact <br />something they will provide; 2) City staff survey <br />the residents that use clusterboxes and report the <br />results of that survey by the second meeting in <br />December and that the survey shall include a <br />category called "ot.her suggestions" and that the <br />results will be tabulated; and 3) City staff will <br />formulate a recommendation after analyzing the <br />survey that would deal with the question of what <br />is an interim solution or what might be an interim <br />solution. Morris seconded. Unanimous. <br />APPROVAL OF RMC TO CONDUCT WATER <br />DISTRIBUTION AND SUPPLY STUDY <br />Phare explained that RFP's were solicited for an <br />update of the City's 1983 Water Distribution and <br />Supply Study from four engineering consultants. <br />Bids were submitted with Rocky Mountain Consul- <br />tants having the low bid. Phare stated that based <br />on a complete evaluation of proposals, the Public <br />Works Department recommended RMC be retained to <br />undertake the 1985 Water Distribution and Supply <br />Study. <br />Phare further explained that in order to schedule <br />Capital Improvements with the financial <br />restrictions in the water fund, it is critical <br />that improvements be postponed as long as they are <br />not needed but no longer than that. This study <br />would provide the information necessary to <br />schedule CIP's including background data and a <br />computer program to model the system and the <br />ultimate system will be provided for in-house use. <br />Luce: "It occurs to me that again we are utilizing <br />a consulting firm that has historically done a lot <br />of work in this community. We certainly had some <br />difficulties in 1984 and I am wondering whether or <br />not this might not be a good opportunity to <br />utilize another firm who might be a little more <br />objective about work that had been done in the <br />past as a sort of a verification or check on data <br />that is available and in fact, data that we are <br />basing a lot of our future planning efforts on." <br />Mayor Meier moved that Council approve Rocky <br />Mountain Consultants to conduct the water <br />Distribution and Supply Study for the City of <br />Louisville. Fauson seconded. <br />Luce stated that in his opinion it would be worth <br />the difference in cost (approximately $4,000) to <br />have the option of an "outside" firm conduct the <br />study. <br />7 <br />
