Also, staff suggests the hours of operation be <br />limited to 10:00 p.m. on weekdays and 12:00 p.m. <br />on weekends. Additionally, staff recommends the <br />condition of the building immediately be brought <br />up to fire and building codes. <br />Planning Commission held the public hearing <br />November 12 approving the use with the following <br />conditions: 1) site plan be corrected to <br />eliminate any overhang of parking spaces into the <br />public right-of-way; 2) encourage applicant to <br />make their best effort to solve the parking <br />problem and try to negotiate a lease for one of <br />the two nearby vacant lots; 3) hours of operation <br />settled during the liquor license process; <br />4) the building brought up to fire code. <br />Gene Rastberger, Commander of the American Legion <br />Post III, presented the application stating that <br />the parking issue was strict in that there were <br />sufficient parking places for regular meetings. <br />However, negotiations were taking place with the <br />Elks Lodge for a parking lease on an adjacent lot <br />at an Elks meeting on the 2nd of December. <br />Council ultimately felt that since the American <br />Legion iw meeting with the Elks on the 2nd of <br />December, the issuE~ should be tabled until the <br />next Council meeting on the 3rd of December in <br />order to see if the parking issue could be <br />resolved. <br />Mayor Meier moved that Resolution #34 be tabled <br />until December 3, 1985. Luce seconded. <br />Unanimous. <br />CLUSTERBOXES - RESIDENT <br />SURVEY In response to citizen concerns, Council requested <br />Staff explore solutions to vehicle access to <br />the clusterboxes. Wanush explained that he had <br />discussed the prob]_em with the postmaster, <br />developers, etc. and suggestions include 1) <br />replacing the rolled curb with vertical curb for <br />same distance on either side of the boxes; 2) <br />placing rigid or f]_exible barriers on the sidewalk <br />to prevent cars from driving onto the sidewalk; 3) <br />turning the mailboxes around 180° to prevent <br />anyone in a car from reaching the box; 4) <br />replacing the clustered boxes with individual <br />mailboxes. Wanush suggested that a citizen survey <br />of clusterbox users be conducted. <br />Luce moved that 1) the City change its policy to <br />indicate that new houses have or utilize dual <br />mailboxes and urge City staff to confirm with the <br />6 <br />
