Davidson opened the public hearing. <br /> <br />James Keener, 788 West Lois Court, Louisville, Colorado, spoke in <br />favor of the ordinance. He represented a group of dog owners who <br />were in favor of this ordinance. <br /> <br />Davidson called for anyone else wishing to speak on Ordinance No. <br />1142. <br /> <br />NONE <br /> <br />Davidson closed the public hearing and called for Council comments <br />or questions. <br /> <br />Griffiths encouraged the Council to adopt the 2nd reading amendment <br />to Ordinance No. 1142. She explained that the amendments are non- <br />substantive in nature, such as a definition of an Animal Control <br />Officer and making some technical corrections to Section 6.12.020B. <br /> <br />Howard moved that Council approve Ordinance No. 1142, Series 1994, <br />on 2nd and final reading, as amended. Seconded by Sisk. Roll call <br />was taken. Motion passed by a 7 - 0 vote. <br /> <br />ORDINANCE NO. 1143, SERIES 1994 - AMENDING TITLE 6 OF THE <br />LOUISVILLE MUNICIPAL CODE CONCERNING THE REGULATION OF PIT BULLS - <br />2NDREADING - PUBLICHEARING (PUBL. LSVL. TIMES 2/19/94) <br /> <br />Griffiths read by title only Ordinance No. 1143, Series 1994, "An <br />ordinance amending Title 6 of the Louisville Municipal Code <br />concerning the regulation of pit bulls." <br /> <br />Bruce Goodman, Police Chief, stated that this is the companion <br />ordinance to the Vicious Dog Ordinance. It limits pit bulls and <br />pit bull breeds. It restricts those dogs that already reside in <br />Louisville to living in a secure enclosure and does not allow any <br />new pit bulls to be brought into Louisville after the enactment of <br />the ordinance. <br /> <br />Davidson opened the public hearing. <br /> <br />James Keener, 788 West Lois Court, Louisville, Colorado, passed out <br />and[ reviewed information on pit bulls (SEE ATTACHED). He <br />encouraged Council to adopt this ordinance. <br /> <br />Jim Thomas, Assistant City Attorney for the City and County of <br />Denver,1437 Bannock, Room 9A, Denver, Colorado, commented that he <br />helped draft the pit bull regulation for Denver. He had defended <br />it in District Court and the Supreme Court of the State of <br />Colorado. He spoke in favor of the regulation of pit bulls. He <br />pointed out that pit bulls are bred to fight to the death and not <br />to recognize submission signals. <br /> <br /> <br />
