Knapp: It's a debt free operation. That's <br /> right. <br /> <br />Howard wanted the public to have more than adequate access to the <br />facility. <br /> <br />Knapp stated that the primary use will be the public recreational <br />skating time, essentially daily skating. The Foundation will be <br />dependant on that revenue to operate. <br /> <br />Mayer was concerned, if the building reverts to the City, what the <br />obligation was to the City. Mayer was not pleased with the way the <br />Ice Rink PUD process was being handled, as Council had not seen <br />what was being presented, although he was not against what the <br />Hockey Association was doing. <br /> <br />Keany wanted the project bonded or insured, so if the Foundation <br />failed, the City could continue the project. In the agreement he <br />wanted an annual or bi-annual report, or Council participation in <br />the Board's Foundation in order to monitor what is going on at the <br />facility. <br /> <br />Knapp stated that it had been discussed by the Foundation Board and <br />they are looking at how to expand the membership of the Foundation <br />Board of Directors. <br /> <br />Howard moved that Council send the Boulder Valley Hockey Foundation <br />to the Planning Commission for a PUD. Seconded by Levihn. All in <br />favor except Mayer. <br /> <br />DISCUSSION: REVISIONS TO CITIZEN ATTITUDE SURVEY INSTRUMENT AND <br />REQUEST FOR FUNDING FROM CITY COUNCIL CONTINGENCY FUND FOR CITIZEN <br />ATTITUDE SURVEY <br /> <br />Chris Miller, Assistant to the City Administrator, stated that they <br />will increase the sample size for the survey from 360 households to <br />570, being randomly selected by a computer program that the CSU <br />Cooperative Extension will be utilizing. This represents 10% of <br />the current household list they have in Louisville, with a 95% <br />confidence level. There will be a cross tabulation that measures <br />the responses of Louisville citizens and considers their length of <br />time in Louisville. The total cost, with the increase in the <br />sample size, is $3,600. The City will contract with Announcement <br />Management Services. The memorandum of understanding with CSU <br />Cooperative Extension calls for complete services of $2,500. <br /> <br />Mayer moved that Council approve funding from City Council's <br />Contingency Fund for the Citizen Attitude Survey as described in <br />Agenda Item 6I. Seconded by Howard. Roll call was taken. Motion <br />passed by a 6 - 1 with Levihn voting against. <br /> <br />15 <br /> <br /> <br />
