David Tenzer, Vice President of the Boulder Valley Hockey <br />Association, 4818 Hopkins Place, Boulder, Colorado, stated that the <br />BVHF is a Colorado non-profit corporation and a 501-C3 charitable <br />organization. They hoped to build an olympic quality ice arena on <br />City land located adjacent to the Recreation Center. They propose <br />to construct and operate the facility through foundation grants and <br />a community based fund raising effort. John Knapp, a member of the <br />Board of Directors, had met a number of times with City staff and <br />together they have developed conceptual site and floor plans for <br />the building. <br /> <br />John Knapp, 4157 Tanglewood Trail, Director of the Boulder Valley <br />Hockey Foundation, volunteering as the Architect, stated that the <br />building would be 35' high, 240' long, and about 140' wide. The <br />outside dimensions are the same as the four tennis courts there <br />now. The back elevation of the building would be no more than a <br />one story building, about 10' high along the Via Appia side. They <br />will be able to provide a permanent access to the arboretum for <br />parking adjacent to it. The parking impact will be minimized by a <br />proposed joint use agreement to be discussed with the Archdiocese <br />that will include about 100 parking spaces as overflow. About 77 <br />parking spaces will be included on this site with an average hourly <br />use of 20 cars. For public skating, about 70 cars will be <br />applicable. <br /> <br />Davidson called for Council questions. <br /> <br />Lathrop asked them to cover the basic concept of the Foundation and <br />the financing. <br /> <br />Knapp stated that the Foundation was formed to promote youth <br />hockey. The operations of the rink will be the same as any other <br />public rink. The fund raising program will be a $1.8 million fund <br />raiser, including the cost of the land, $150,000. If they can <br />obtain the land, it will reduce the amount to be raised. The total <br />program will be about $500,000 to date raised and they're looking <br />to complete the fund raising this fall. The rink will be operated <br />as a private non-profit corporation. He stated that they would <br />propose a lease agreement and an operations agreement with the <br />City. The primary income generation will come from daily use fees <br />from public recreational skaters. Between 30% - 50% of the <br />revenues needed to operate the rink will come from a use fee, as is <br />charged at the Recreation Center, about $2.50/person/session, and <br />a skate rental fee. They asked to begin the PUD process. <br /> <br />Sisk: <br /> <br />This would be a debt free operation? <br />There will be no liens?
