Sisk asked that Maurer get something in writing from Boulder
County.

Davidson was concerned about overcrowding in the schools and he did
not like shared driveways. He felt there should only be one house
per acre.

Howard moved that Council forward this Letter of Interest to annex
to the Planning Commission with Council's comments. Seconded by
Lathrop. All in favor except Davidson, with Keany being absent.

DISCUSSION/DIRECTION - LETTER OF INTEREST TO ANNEX - 4.97 ACRES AT
327 SOUTH 80TH STREET

Paul Wood, Planning Director, stated that Scott Lynn, applicant,
was requesting to annex 4.97 acres located west of McCaslin
Boulevard, just north and adjacent to the Anderson parcel, which
was annexed in 1987. Use would be for one private residence with
the ability to graze horses through Special Review Use, if
possible. The parcel fronts McCaslin Boulevard.

Davidson called for the applicant's presentation.

Bob West, OZ Architecture, 2336 Pearl Street, Boulder, Colorado
80302, stated that if the property were zoned RR, it allows private
horse facilities without the Special Review Use. He explained that
the Anderson annexation was RRR, which is also a possibility.

Mayer stated that horses are no longer allowed on RR.

West stated that the residence will be approximately 5,000 s.f. in
a ranch style with a walkout that will sit on the ridge. The
applicant wanted City water offering to enter into a Development
Agreement with the City to bring water across McCaslin.

Mayer felt there would be a lot of maintenance cost to the City and
the only benefit would be in taxes.

Howard felt the City would have more control over the property if
it were annexed, such as underground power lines, retain a rural
appearance, and solidify the City's borders.

Levihn did not want to see more density. He agreed with Howard
about protecting the City's borders and maintaining some control
over the property.

Davidson stated that, if there is a way for the City to abandon So.
80th Street, so it is a private street, he would be in favor of the
annexation. Otherwise, he would rather the City provide water to
the property and not annex it.

Mayer asked what the land dedication would be.

14
