Louisville City Council Meeting
May 6, 2003

COUNCIL COMMENTS AND COMMITTEE REPORTS

Keany reminded Council of the DBA open house, which will be held at Arlin Lehman's
Front Street Building, on May 7, 2003. He stated a funeral director approached him a
cemetery policy for burying infants at a greatly reduced rate. Louisville does not have
such a policy for residents and he requested this be discussed at a future study session.

Davidson voiced his belief a work session was not required and Staff could be directed to
investigate such a policy for Council review. There was Council consensus.

Sisk reported the Steinbaugh Pavilion sign would be on the May 20th consent agenda.

Davidson asked about signage for dogs off-leash at the Community Park site. Lair
reported on her discussion with City Attorney Light relative to the City's liability of not
fencing an area for dogs off-leash.

City Attomey Light explained governmental immunity is waived for a dangerous
condition of park or recreational area. He explained the site can have appropriate signage
warning of the risk and known hazards, however there is no statute that stipulates a dog
area has to be fenced like an open agricultural range.

Davidson requested the signage be in place within a couple of weeks.

ADJOURNMENT

MOTION: Sisk moved for adjournment (9:10 p.m.), seconded by Brown. All in favor.

Y

City Clerk

Tom Davidson, Mayor

11
