They asked about partnering with the City on <br />median parks in Centennial Valley. The idea is'to create median parks to include <br />benches, landscaping, bulb outs, and narrowed intersections to be more pedestrian <br />friendly, but this idea is only conceptual at this point. This is under consideration for <br />2017 as the City plans to repave Centennial Parkway. The portion of paving funds not <br />used to pave the second travel lane could be put towards the median. <br />Councilmember Keany asked who has the liability if there is an accident in these parks. <br />Director Stevens stated staff has some of the same concems, but it will depend on the <br />design. He also added the Parks Board has yet to review this. <br />Mayor Muckle asked if there is savings to the City if we only pave one lane on <br />Centennial Parkway rather than two. City Manager Fleming stated the proposal is for no <br />savings as all the funding that would have gone to paving would instead be used for the <br />median parks. <br />Councilmember Leh noted this area is a very difficult place to walk and this concept is a <br />good way to make the area more inviting and pleasant, and Tess pedestrian hostile. <br />Councilmember Stolzmann stated this appears to be beneficial to the community but <br />this should be paid from the Capital Projects Fund, not Open Space. She stated the <br />median pathways are great, but removing a travel lane just to add on street parking <br />would take away from the streetscape. <br />Councilmember Maloney doesn't support removing one travel lane. City Manager <br />Fleming stated the traffic modeling for the area doesn't support two lanes and suggests <br />two lanes won't be needed even when the area builds out. <br />Mayor Muckle stated this should come out of streetscapes, not the Open Space and <br />Parks Fund. He stated he is interested in trying this to see how it works at one <br />intersection as a test. <br />Councilmember Loo would like to see some examples of where this idea is working in <br />other cities as the concept doesn't seem as appealing as described. She agreed this <br />should be paid from the Capital Projects Fund. She stated the Parks Board likes the <br />idea of the median trail if Koelbel will provide the maintenance, but the Board has not <br />seen this description and she would like their input. <br />Mayor Muckle stated this area of town really does need some upkeep and something to <br />make the area more attractive to pedestrians without necessarily creating parks. <br />Mayor Pro Tem Lipton would like to see something done, but if it is moved to 2018 we <br />can get more input before we try it. City Manager Fleming stated if this is moved to the <br />capital fund in 2018 there will be tradeoffs with other work. Also, 2017 is when paving <br />funding is available for this area and it needs to be repaved, so if the median idea isn't <br />
