Mayer stated that he would drop the Human Resources Technician, stay with the Police officers, try <br />to see if in the late third quarter an additional Police officer for the Mann Theatres (based on it <br />coming in), try to do the .65 Library, and that they look at what they are getting from the Recreation <br />Center Programs (except for the Adult activities) to see how they are going to fund both of the <br />ballfields and the additional youth activities. He was concerned about dropping a lot of the <br />improvements to the Recreation Center. He felt rates should be raised to generate sufficient revenue <br />to keep the Recreation Center in good condition. He stated that he was willing to take one-eighth <br />of the new money and put that into items that would be recurring. The rest could go for Police cars, <br />etc. One-eighth of it would go for things such as the Library, the .65, an additional Police officer, <br />but only 1/4 of it starting in 1995. He wanted two Police officers in January and an additional third <br />Police officer for the theatre coming on line in about September or October 1. <br /> <br />Sisk did not want to promise the Police Department another one-half Police officer, if the revenues <br />aren't there. He commented that the city is paying for the Warembourg acquisition. <br /> <br />Lathrop felt Council's real job was to look out for the health and welfare of the citizens, which meant <br />keeping the Police Department fully staffed and equipped. <br /> <br />Keany suggested combining a Police car/Code Enforcement vehicle. <br /> <br />Goodman stated that they can combine the vehicles by buying a utility vehicle (Cherokee or Ford <br />Explorer) at the same price as a full size Chevrolet Caprice and use changeable magnetic signs. <br /> <br />Davidson wondered if there was a way to increase the Community Facilitator and not fund the Human <br />Resources position. <br /> <br />Asti-Caranci commented that of the additional $93,000, another Police officer would be $33,000, <br />leaving $60,000. She wondered if Council wanted that $60,000 to apply toward the fund balance, <br />rather than funding $229,000 from the fund balance, they would fund approximately $160,000 from <br />the fund balance. <br /> <br />Davidson wanted to look at the Rec Center maintenance, which is so necessary. <br /> <br />Mayer commented that when the Mann Theatres open, he wanted Council to look at accelerating the <br />hiring of a third Police officer. <br /> <br />Davidson commented that, if retail sales taxes are above what was anticipated and the General Fund <br />was actually getting more money, he wanted to revisit hiring another half Police officer. <br /> <br /> <br />
