Planning Commission <br />Staff Report <br />March 10, 2016 <br />The subject property was platted as one lot as part of the original North End plat. The <br />applicant is requesting a replat to include necessary easements. The size, location, and <br />number of lots is not changing. The majority of the easements are for utilities. The <br />Public Works department has requested a few minor modifications to the easements <br />before recordation, as described in the attached memo. <br />Public Land Dedication <br />When the North End subdivision was originally platted, the developer dedicated 25.3 <br />percent of the land as public land dedication (PLD). According to Chapter 16.12 of the <br />Louisville Municipal Code (LMC), commercially zoned properties require a 12% PLD, <br />while residentially zoned properties requires a 15% PLD. The applicant has already <br />exceeded the PLD requirement, so no additional PLD is required with a change in <br />allowed land uses. <br />Final PUD <br />Land Use <br />The applicant is requesting 65 residential units, 22,250 SF of retail/restaurant space, and <br />17,750 SF of office space in seven buildings. Twenty-seven of the proposed residential <br />units would be age -restricted to those 55 years old and older. The requested uses <br />comply with the proposed amended GDP, which would control the allowed uses on the <br />site. <br />Site Plan <br />The requested site has been designed as a walkable mixed use environment where the <br />development provides common entries accessible to shared parking and internal <br />circulation. There are three primary access points proposed: South Boulder Road (right - <br />in, right -out); Blue Star Lane (full movement); and Hecla Way (full movement). <br />6 <br />
