Historic Preservation Commission <br />Meeting Minutes <br />September 28, 2016 <br />Page 3 of 4 <br />Keany says the Task Force discussion is about the Museum Campus. There should be an outside <br />issues committee formed to support and promote the continuation of the HPF tax next year. The issues <br />committee has to be separate from the City government once the ballot language is set due to <br />campaign laws. CC will rely on these two Boards to submit a proposal suggesting the requested <br />percentage from the HPF. <br />Elrod says no more than two members from each Commission meeting can attend before it must be <br />publicly noticed. <br />Fahey says if a Commission member attends a meeting as a "resident" and not as a Board Member, <br />there should not be an issue. A Board Member cannot discuss Board issues. <br />Trice says there was a discussion about forming a Task Force regarding the HPF tax extension similar <br />to what was done for the Rec Center issue. We need a group to work on the ballot language. <br />Fahey says this meeting of the two Commissions basically is the Task Force. <br />Keany says two members from each Board can work together to develop the language, go back to <br />their Boards to get approval, and then submit to CC with support of Staff. I don't think anything should <br />be formally done until after the November 2016 election. <br />Mellish says if the HPF extension tax is approved and the suggested 20% allotment is used for the <br />Museum O&M, will this be an annual exercise for the two Boards to meet and submit to CC? <br />Keany says the "up to 20%" will probably remain on an ongoing basis if that is the recommendation. <br />Mellish says as the Museum Campus starts to develop, we will need more resources. Are these <br />resources going to increase as the Campus is more developed? I can see an annual review meeting. <br />Chuck Thomas says I don't think the "u 0%" will be an issue for the HPC. Voice vote unanimous. <br />BALLOT DRAFT LANGUAGE COMMITTEE: <br />Stewart says we need volunteers to work on ballot language. <br />Chuck Thomas says volunteers should have long term experience with the HPF. <br />Cyndi Thomas says perhaps it might be people involved in the original drafting. <br />Koertje volunteers to do draft language.
