The Commission placed a condition that requires that the new sidewalks and <br />street plantings on both Via Appia and McCaslin be installed no later than July 1, 2005. <br />He reviewed the change in the architecture, which eliminated the barrel roof and added a <br />two gabled roof. The building materials will be of three different colors of brick. <br />The parking has been increased from 79 to 88 spaces. The landscaping plan is in <br />compliance with Commercial Development Design Standards and Guidelines. He noted <br />a non-traditional landscaping approach would promote low maintenance, water <br />conservation, and extend the color and interest through the year. <br /> <br />Wood reviewed the lighting will be freestanding poles as well as building mounted <br />fixtures. The poles are proposed at a maximum height of 22' from grade, with 150-watt, <br />metal halide fixtures. Building mounted light fixtures are proposed as 75-watt, down <br />directed fixtures. Architectural building lighting will be limited to four, 50-watt-in-grade <br />fixtures. Those fixtures will consist of two fixtures on the north building elevation and <br />one on both the east and west elevations. Signage will be installed on three building <br />elevations. Individual pan-channel letters, with blue translucent sign faces will be <br />installed on the east and west building elevations. No letter height will exceed a height of <br />24". Individual, cut metal letters will be installed on the buildings' main public entrances. <br /> <br />Davidson explained the City is both the applicant and the reviewing agency for this <br />project. He called for applicant presentation <br /> <br />Deputy City Manager Julie Boyd, stated the resolution presented to the Planning <br />Commission for approval included the first two conditions as written. Condition #3 was <br />expanded, and conditions #4 and #5 were added. Condition #3 was amended to add the <br />wording at the end "but in no case longer than July 1, 2005". Staff has recommended no <br />time frame as further development of the site is unknown. Condition #4 would preclude <br />the use of the driveway accessing the Police building for any other development that <br />might take place on the site. The possibility of using the access for further development <br />on the site would be evaluated in conjunction with a project application at the time of <br />review. A traffic study would be completed as part of that review. She reviewed <br />Condition #5 requires the installation of a pedestrian street crossing across Via Appia in <br />front of the Police/Court building. The Public Works staff has recommended eliminating <br />this condition for safety reasons. Pedestrians should be encouraged to use the existing <br />crosswalk within 400 feet at the signalized intersection of McCaslin and Via Appia. <br />Condition #6 and #7 presented no problems as the landscape plan complies with the <br />CDDSG. <br /> <br />Erik Hartronft, Downing Thorpe and James, 1881 9th Street, Boulder, CO, reviewed the <br />revised Police Complex Plan. He reported the police facility has been redesigned and <br />made more efficient. A finished Court facility and an 8,000 SF basement have been <br />added. He noted the plan received good response from the Planning Commission. He <br />stressed the facility will be a dignified looking brick building that will require low <br />maintenance. <br /> <br /> <br />
