Open Space Advisory Board <br />Minutes <br />October 5th 2016 <br />Page5of5 <br />developers would need to have their stormwater detention area be located on the <br />triangle of land. The only other feasible option would be underground detention. Laura <br />asked why the triangle was ever zoned for Parks. Allan thinks it was a leftover piece of <br />land when the road alignment was changed. Chris asked whether the City could sell this <br />land to the developers. Allan reported that the developer had offered to buy it. <br />Allan next presented plans by Balfour to create a new building near Helca Lake. <br />Missy reported that people online are very concerned how visible the Balfour facility <br />would be from Hecla Lake Open Space. There are concerns from the neighbors in the <br />North End subdivision about the height and the massiveness of the building. Allan <br />pointed out that Balfour had not yet been granted a height variance. If they were to be <br />granted this height variance, they would have to grant the City something in return. <br />Tonight Allan's goal was to alert OSAB that this project was being discussed. <br />Ember reported that staff has already commented to the developers that they wanted to <br />see the trail widened to be in line with the City trails that it connects to. The neighbors <br />have asked for the preservation of the full-grown cottonwoods on the property to screen <br />the building from view. Planning has asked Balfour to replace trees as they die. <br />The second review Allan presented was the Coal Creek Corporate Center 1, <br />which is essentially the Medtronic building and surrounding property. They want to <br />expand the building and add parking. They will need a variance. One idea would be to <br />have the developers create a trailhead for the Coal Creek Trail. Ember suggested that <br />there could be a trailhead near the intersection between the Coal Creek Trail and the <br />Highway 36 Bike Path. Laura asked if there was any way to create a connection <br />between the north -south Powerline Trail and the Coal Creek Trail. While it may not be <br />included in this project Ember said it is still a goal for the City. The City is also <br />considering extending the sidewalk on Dillon road along the south side of the street to <br />the underpass at the Coal Creek Trail. <br />XIII.
