City Council Finance Committee <br />Meeting Minutes <br />11/28/16 <br />Page 2 of 8 <br />FISCAL IMPACT MODEL AND MCCASLIN SMALL AREA PLAN OUTPUTS <br />Planning Director Rob Zuccaro greeted the Committee and asked Finance <br />Committee Members what concerns they have regarding the Fiscal Impact <br />Model. <br />Finance Committee Chairperson Stolzmann asked Director Zuccaro if residential <br />had been removed from the Fiscal Impact Model for Parcel "0." Director Zuccaro <br />stated that residential had been removed from the formulas and replaced by <br />mixed use commercial/office. Member Stolzmann stated for Parcel "0", the <br />output result of 1,700 jobs seemed unreasonably high. Finance Committee <br />Member Maloney agreed and stated that the conversion from residential to retail <br />seems somehow out of sync. <br />Member Stolzmann asked if the Model outputs reflect full build -out. Director <br />Zuccaro stated the Model assumptions are not for full build -out. Director Zuccaro <br />and Finance Committee Members discussed that the office to retail ratios used in <br />the Fiscal Impact Model vary by area. The ratio used for Parcel "0" is 50/50. <br />Committee Member Maloney stated that there needs to be full disclosure of the <br />assumptions being used in the Fiscal Impact Model to City Council. Member <br />Maloney continued that the example of Parcel "0" demonstrates that the desire <br />of City Council to have this area mainly retail is not being reflected in the <br />assumptions used by the Model. Member Maloney stated that the assumptions <br />need to mirror the City's current actions and intentions for the various areas and <br />the Model should follow that vision. <br />Director Zuccaro stated that policies for land use and zoning need to be set by <br />City Council. <br />Finance Committee Member Maloney and Stolzmann stated that the Fiscal <br />Impact Model needs to be a directional model. Members requested the current <br />tables be included in the next City Council packet and that Director Zuccaro <br />present alternatives to the existing assumptions to the full City Council based on <br />his experience in the field. Finance Committee Member Maloney stated he <br />would reach out to Director Zuccaro to discuss and review the tables prior to the <br />next City Council meeting. <br />NON-PROFIT FUNDING REQUESTS FOR 2017 <br />Finance Director Watson presented a summary of the grants given to non-profit <br />agencies for 2014 through 2016 and the funding requests received for 2017 and <br />2018. <br />
