Mr. Clark <br />noted that the reports include the change to Program Budgeting contained in the <br />November 1, 2016 budget amendment. <br />Member Stolzmann asked if the Open Space & Parks Fund contained enough <br />reserves to make a purchase. City Manager Fleming stated that there are <br />enough reserves to make a purchase in 2017, but that for 2018 funds would <br />need to be transferred out of the General Fund for any purchases. Director <br />
