ibm <br />Cityo <br />Louisville <br />COLORADO • S1NC F f , 7:-N <br />CITY COUNCIL COMMUNICATION <br />SUBJECT: <br />DATE: <br />2017 WORK PLAN DEVELOPMENT MEETING <br />JANUARY 10, 2017 <br />PRESENTED BY: MALCOLM FLEMING, CITY MANAGER <br />SUMMARY: <br />Patrick Lencioni states in his book The Advantage, <br />Organizational Health is what drives productivity. Among the actions the leadership <br />team must take to promote organizational health is to regularly ask, "What is most <br />important now?" Most organizations have too many top priorities to achieve the level <br />of focus they need to succeed. Wanting to cover all their bases, they establish a long <br />list of disparate objectives and spread their scarce time and energy and resources <br />across them all. The result is almost always a lot of initiatives being done in a <br />mediocre way and a failure to accomplish what matters most. This phenomenon is <br />captured best in that wonderful adage, "If everything is important, nothing is." <br />With this perspective in mind, the intended outcome of this meeting is a realistic work <br />plan for the year that reflects the City Council's highest priorities, the approximate <br />meeting time Council will devote to each issue, and a rough schedule (by quarter) when <br />Council will consider each issue. To help achieve this outcome, the retreat will be <br />facilitated by Annie McFarland (On Pointe Facilitation). This packet includes four key <br />documents to help inform and guide discussion and action during the meeting: <br />1. City of Louisville Programs, Goals, Sub -Programs and Objectives. This is a <br />summary table listing the City's 10 Programs and the Goals, Sub -Programs and <br />Objectives for each Program. The Council's Finance Committee spent considerable <br />time in 2016 refining the Goals and Objectives, and Council adopted these Goals <br />and Objectives as part of the City's 2017-2018 biennial budget. Thus, they are an <br />important strategic guide to help focus attention on "what is most important now". <br />Although these materials are important for everyone to review prior to the meeting, <br />staff and Ms McFarland do not intend to spend time during the meeting discussing <br />these materials unless Council believes doing so will help resolve questions about <br />priorities. <br />2. City Council 2016 Work Plan: Status Report on Council's Top Priority Issues. <br />This document summarizes the status of the 20 issues Council identified as top <br />priorities during the January 26, 2016 Work Plan meeting. The agenda for the <br />meeting includes 15 minutes for staff to briefly review this summary and respond to <br />any questions Council may have regarding the summary. <br />3. City Council 2017 Work Plan: Current Commitments. This is a summary, based <br />on staff's understanding of Council's discussion, direction and the adopted 2017 <br />budget, of the top priorities Council has committed to work on in 2017.
