Planning Commission and that those who weren't chosen would remain <br />active with the City in some form of voluntarism. <br /> <br />DISCUSSION/DIRECTION - ANNEXATION ~mTTER OF INTEREST - COAL CREEK <br />MEADOWS <br /> <br />Councilman Lathrop excused himself from participating in the <br />discussion. Lathrop is a nearby property owner. <br /> <br />John Franklin, Director of Community Development, explained that <br />before Council was a request in the form of a letter of interest <br />regarding annexation of property located generally south of Cherry <br />Street, in the vicinity of Taft Court. The applicants, known <br />collectively as "The Fifty-Eighth Corporation" and representing <br />several owners of the property, are requesting consideration by the <br />City Council for annexation. This is the first step. Mr. Franklin <br />explained that in Louisville, many years ago, we established a <br />process whereby prospective annexations first submit a letter of <br />interest and a general explanation of what they propose to do once <br />and if the property has been annexed and zoned. The purpose of <br />that is to avoid both long and costly processing of annexation <br />requests when, perhaps, the request is not consistent with the <br />City's goals. Also, to give City Council and the applicant a <br />chance to discuss the proposal and provide a framework or ground <br />rules whereby the annexation might proceed. That helps with the <br />time the staff and the annexors sit down and put together a draft <br />annexation agreement. It also provides some general direction to <br />the Planning Commission regarding issues. If Council elects to <br />allow this annexation to proceed, Council would refer the request <br />to the Planning Commission which would begin the formal annexation <br />process. After staff review, the request would be forwarded to the <br />Planning Commission with its recommendations to City Council for <br />consideration in the form of an Ordinance. Mr. Franklin stated <br />that tonight before Council is a letter of interest. The property <br />is under several ownerships, collectively owned as Coal Creek <br />Meadows.
