the design of the 1992 Downtown Improvement Project. Five proposals were received and evaluated. All five firms were interviewed by staff and the two strongest candidate's references were checked. Based on all of these factors, staff is recommending TST, Incorporated be retained as the project consultants responsible for the design of the downtown project. TST is a Fort Collins consulting firm which provides planning, design, and construction management services for civil engineering related projects. Design Studios West is a sub- consultant that TST will be using for the streetscape design. This firm, out of Denver, provides integrated planning and landscape architecture services. I would like to introduce John Cotton the Project Manager for TST and John Lanterman of Design Studios West. We also have representatives from the Downtown Task Force here including Kip Oram. Kip Oram,Co-Chairman, Downtown Task Force, stated that the Task Force wants to show its support of TST, being a very capable firm. Davidson called for any Council comments or questions. Lathrop: I support this effort. Hornbostel moved for Council to retain TST, Inc. for preliminary design services for the 1992 Downtown Improvements Project with the authorization for the Mayor and the City Clerk to execute the contract for professional services in the amount of $35,026.00 upon contract review and approval by the City Administrator and the City Attorney, seconded by Howard. Roll call was taken. Motion passed 7-0. DISCUSSION/DIRECTION - REFUNDING OF SALES TAX BONDS Brand commented that she spoke with Tom Briggs, City's financial advisor, concerning the possibility of refunding the one cent sales tax bond that was enacted in 1989 to finance the Recreation Center, Library, South Boulder Road and the Downtown Improvement Project. She asked Council if they wanted to give Mr. Briggs direction to pursue this matter further.
