the design of the 1992 Downtown <br />Improvement Project. Five proposals <br />were received and evaluated. All <br />five firms were interviewed by staff <br />and the two strongest candidate's <br />references were checked. Based on <br />all of these factors, staff is <br />recommending TST, Incorporated be <br />retained as the project consultants <br />responsible for the design of the <br />downtown project. TST is a Fort <br />Collins consulting firm which <br />provides planning, design, and <br />construction management services for <br />civil engineering related projects. <br />Design Studios West is a sub- <br />consultant that TST will be using <br />for the streetscape design. This <br />firm, out of Denver, provides <br />integrated planning and landscape <br />architecture services. I would like <br />to introduce John Cotton the Project <br />Manager for TST and John Lanterman <br />of Design Studios West. We also <br />have representatives from the <br />Downtown Task Force here including <br />Kip Oram. <br /> <br />Kip Oram,Co-Chairman, Downtown Task Force, stated that the Task <br />Force wants to show its support of TST, being a very capable firm. <br /> <br />Davidson called for any Council comments or questions. <br /> <br />Lathrop: <br /> <br />I support this effort. <br /> <br />Hornbostel moved for Council to retain TST, Inc. for preliminary <br />design services for the 1992 Downtown Improvements Project with the <br />authorization for the Mayor and the City Clerk to execute the <br />contract for professional services in the amount of $35,026.00 upon <br />contract review and approval by the City Administrator and the City <br />Attorney, seconded by Howard. Roll call was taken. Motion passed <br />7-0. <br /> <br />DISCUSSION/DIRECTION - REFUNDING OF SALES TAX BONDS <br /> <br />Brand commented that she spoke with Tom Briggs, City's financial <br />advisor, concerning the possibility of refunding the one cent sales <br />tax bond that was enacted in 1989 to finance the Recreation Center, <br />Library, South Boulder Road and the Downtown Improvement Project. <br />She asked Council if they wanted to give Mr. Briggs direction to <br />pursue this matter further. <br /> <br /> <br />
