Sprague:

Sisk:

Lathrop:

I don't think any of us have
discussed a special taxing district.

I would like to see us come up with
a reasonable solution that would not
cause any of the property to be
deeded to the private home owners.

I would not be in favor of
relinquishing public property. This
situation is unique and we need to
look at proposals on their own
merit, as they come, and set policy
need not be adhered to at any time.
I think this situation warrants
special attention. It is such a
small parcel of land that is
basically useless to the public,
except for the use of the sidewalk.
It would be in the City's and the
surrounding resident's interest for
the home owners to assume ownership
of the property up to or near to the
sidewalk. The City needs to be
protected so it can maintain its
sewer lines without interference
from the improvements that would be
forthcoming. I can support deeding
the property back with the proper
provisions with the exception of
outlot F which is to the west of
Manorwood.

Howard:

I'm advocating that Council begins
exploring a Special Tax District,
because that would provide the funds
necessary to landscape and put this
land in a position that the property
owners that surround it would want
it to be in. At the same time the
Council's concerns about giving back
public land to private owners can be
avoided, so we do not set any
precedent. That is a win/win
situation.

Mayer:

The PUD stated the nature of the
landscaping and when people bought
the lots there, that was part of the
agreement. If Mr. Rhodes wants to
donate land somewhere else, that's
something Council can look at or if

13
