second, third, fourth and twentieth. <br />I don't believe it is worthwhile for <br />the City to enter into negotiations <br />to purchase it. <br /> <br />Davidson moved to direct staff not to consider the purchase of the <br />Olson subdivision. Seconded by Howard. Seeing no objections, <br />Davidson delared the motion passed. <br /> <br />Bill Frazier, 1122 W. Enclave Circle, Louisville, CO. <br /> <br />Frazier: <br /> <br />Louisville's country atmosphere is <br />the reason I've lived here for eight <br />years. The current growth rate is <br />of great concern and if the present <br />trend continues, we'll be swallowed <br />up by Broomfield with urban sprawl. <br />I would like to urge the Council to <br />consider open space acquisition as a <br />very high priority. Note that these <br />are unrecoverable decisions. I <br />suggest Council consider ways to <br />increase the budget for open space <br />acquisition. <br /> <br />DISCUSSION/DIRECTION - REQUEST BY DONNA ALLENBAUGH FOR ACCESS TO <br />LOT 1, BLOCK 8, HERITAGE NO. 2 ACROSS CITY OPEN SPACE/TRAIL <br /> <br />Franklin explained that this comes to Council after three years of <br />discussion at the staff level. Staff desires some specific <br />direction, because they haven't been able to move forward given the <br />policies and laws the they have to work with. Staff would ask to <br />close the three years of staff discussions to take some definitive <br />action, so that the City and the property owner can move forward. <br /> <br />Donna Allenbaugh, 1561 S. Foothills Hwy., Boulder, CO, stated her <br />desire for the access. <br /> <br />Franklin commented that there is an easement that was granted by <br />McStain, and not by the City to the property owner, which resulted <br />in a request for a rededication, which started this process to <br />acquire the access. The City did not grant, specifically, access <br />easement from Sycamore to the ditch. McStain did. There was <br />evidence that the easement was granted without authority and that <br />McStain did not own the property. We've spent the last couple of <br />years trying to work out that one point. <br /> <br />Allenbaugh: <br /> <br />The City did grant an easement to <br />the owner of the property and Pulte <br />did own the property at that time. <br />The section that we're talking about <br />would complete that, so I do have <br /> <br />21 <br /> <br /> <br />
