Hornbostel:

Chapter to the National Chapter.

I believe that the Colorado Home
Builders Association has been
involved in political lobbying in
our community. I would have a
problem filtering money to them and
not knowing what they're doing. I
don't think that the City should be
involved in that.

Mayer:

Did the Finance Committee have a
recommendation on this?

Davidson:

The Finance Committee did not meet
on this specific item.

Mayer:

I'm not sure I want to be looking
over staff's shoulder for everything
they spend. It's something we're
going to need to think about.

Hornbostel:

Tom, this is a matter of policy.
Part of the Colorado Home Builders
Association is a lobbying
organization and I don't think we
have any business, as a City,
putting any money into it. What
happens if they take a position on
something and it's something we're
not in favor of?

Davidson:

I don't think we should micro-
manage. However, the purpose of
reviewing the bills is to search out
items that we, as a Council, do not
think it's appropriate to spend
money on.

Davidson moved that Council approve the bills with the exception of
Check No. 62841, Home Builders Association dues. Seconded by
Hornbostel.

Howard:

Rather than going through Council
Meetings, walking through the bills,
I would like the Finance Committee
to meet and resolve these things
prior to Council Meetings. I don't
think it's fair to staff or this
Council. I think Council is missing
the boat on procedure. It wastes a
lot of time.

16
