Mayer:

I think we should distinguish
between profit making and non-profit
making groups.

Davidson:

I think the City should refer anyone
who wants to reserve a room to the
Recreation Center.

Brand:

I'll draft a proposal for Council
and bring it back. One of the
reasons people call to reserve a
room at City Hall is because the
rooms at the Recreation Center are
booked.

Brand announced that tomorrow morning the Downtown Task Force would
be meeting with the merchants to explain to them what the designs
are for the downtown improvements. They'll be showing the
merchants what the City is capable of doing with the monies that
the City can provide, and some options if they want to do any
upgrading themselves. She wanted Council to have the same
information. There is $400,000.00 budgeted in the Capital Project
Fund and $92,000.00 that the City will be getting from Kmart, and
King Soopers, which was in lieu of the Special Improvement
District. Then, the City is taking $175,717.00 from the
Undergrounding Fund, to underground the lines on Spruce. The City
hopes that the undergrounding of U.S. West and Scripps Howard will
be provided from a contribution from Scripps Howard or out of
project funds. But, if not, Council has okayed the Council
Contingency Funds. The City will be providing over $800,000.00 for
improvements for downtown. She invited Council to attend the
meeting.

Sisk expressed his concerns about alternative parking during the
different phases of the project.

Davidson:

It should be a policy that City
employees park in nearby lots and
not on the neighborhood streets by
City Hall.

Brand reviewed the Agenda for the Council Work Session on March 10,
1992.

COUNCIL COMMENTS AND COMMITTEE REPORTS

Hornbostel announced a public forum for tomorrow night at 7:00 p.m.
for the Parks and Open Space Task Force at the Neville Platt Jr.
High School and that they'll be taking public comments. The next
meeting for the Task Force is April 23, 1992 at 7:00 p.m. The Coal
Creek/Rock Creek Corridor had a meeting and are creating a
foundation so that they can get the trail done. They have a

18
