Lin:

means your property is worth more.
I think that there could have been
another appraisal done. On Lot 22,
the square footage was enhanced by
17% by this acquisition and the
market value by $737.00.

We didn't approach the appraisers
about any technique for the
appraising. They suggested to us
that the only way to appraise
property of any sort, is to base it
on usage and what you can do with
it.

Mayer:

Is the Golf Course part of the land
dedication?

Lin:

Correct.

Mayer:

Then, it wasn't the typical open
space dedication. In order to
enhance the value of the developer's
property, he donated the land for
the Golf Course.

Lin:

Mayer:

Phare:

A fair amount of that land was along
the Coal Creek Stream. I don't know
if it was developable or not.

Coal Creek Stream was originally
scheduled to be a drainage area. If
the land became developed and there
was a flood, would the City be
exposed to any liability?

If there are implications of taking
back land, it's going to drain the
way it does today. We would have to
make sure that all lots drain
properly, because there was an
assumption that all lots drain back
to this open area.

Mayer:

We do need to look at any potential
drainage problems. When a zoning
appeal is made, a notice should be
mailed to each of the people in the
subdivision to see if this impacts
their enjoyment of the area. I am
concerned about a precedent being
set here. If someone built a fence
