Jim Hillhouse, Architect for Red and Gold Bottling. <br /> <br />Hillhouse: <br /> <br />This project is industrial use in an <br />Industrial Park. We have exceeded <br />the minimums and come under the <br />maximums in every case. We have <br />more landscaping than required, less <br />building coverage than required, and <br />more parking than is required. This <br />is an attempt by the Blue Parrot <br />Foods, which is the parent <br />corporation of the Red and Gold <br />Bottling Company, to establish a <br />location for their bottling plant <br />for their spaghetti sauce. We chose <br />this site as it provides immediate <br />benefit to the bottling company as <br />well as good potential for future <br />expansion. The Metropolitan <br />District at the site is responsible <br />for public improvements. We didn't <br />feel it was necessary for us to have <br />to pay for them again. All of the <br />property owners there have been <br />paying an additional 30 mills of <br />taxes in order to pay for the public <br />improvements. We would be <br />responsible for the on site lighting <br />and for the safety of our own <br />employees. Street lights are a <br />public improvement and for the <br />benefit of the general traffic <br />movements rather than any one <br />property owner. <br /> <br />Davidson called for Council comments or questions. <br /> <br />Howard: <br /> <br />Why did staff recommend that the <br />owner install the street lights? <br /> <br />Tom Phare, Director of Public Works, explained that it came from <br />one of his staff members. I think that the thought was that the <br />City might not get it installed by the developer or the District. <br />If that be the case, the City will have to bear the cost. That is <br />a real good likelihood, because that subdivision no longer has <br />guarantees associated with it. It may not be done in a timely <br />manner as the City requests. <br /> <br />Howard: <br /> <br />Are you saying that the City might <br />be liable? <br /> <br />Phare: <br /> <br />That's correct. <br /> <br /> <br />
