This would be a
"blanket". One of the concerns I
have is that the City has several
agreements with other developers
which, may guarantee, I'm not sure
if they guarantee them a certain
number of building permits. Do you
know if it would be possible for the
City to restrict building permits,
if there were such an emergency that
existed?

That would be a very difficult legal
question and I would prefer to have
the opportunity to look at it, if
you think that's a possibility.
Once the zoning is established and
the individuals have a right to use
a property for a particular purpose,
the City's ability to limit the
issuance of building permits at that
point is fairly restricted. It's on
that we'd have to look at very
carefully. It would have a
substantial effect on those who own
vacant property and desire to
develop it in the future.

The situation of the schools may
resolve itself. It is an option the
City may have to consider if the
only alternative is bussing students
half way across the County. Is it
possible for the City to require
disclosure on sale of property,
alerting people that their children
might be bussed to far off
locations?

If I could add that to my list of
matters to address with Council by
the June 2 meeting, I'd be happy to
do that.

I think it's important because
Council is going to be talking to
the School District and the people

7
