Scott held a Master Circulation Map before the Liquor Authority <br />stating it was an in-house document that his company uses. They <br />identify what the defined neighborhood is in the aggregate. Then <br />individual neighborhoods are defined within that. In this <br />particular case there were 12 neighborhoods identified. Each <br />surveyor, each day had an "a.m." and a "p.m." neighborhood that was <br />larger than they could circulate through. They were told to cover <br />as much territory as possible, going down the even side of one <br />street and the odd side of the next. They would have done that in <br />the morning, afternoon, and the next day. The neighborhood is <br />designed in such a way that they get a sampling of throughout the <br />neighborhood of all parties in interest to include tenant and home <br />owner occupied. It's a scientific designing of the neighborhood to <br />get the maximum amount of coverage to render an opinion. A typical <br />liquor licensing survey size is 800 to 850 door knocks. The <br />applicant in this case paid them to do the additional knocks to <br />ensure that he was getting full coverage of the City. On the <br />municipal contracts in Broomfield and Westminster, they are <br />required to do 350 door knocks with 150 completions. They have <br />compared those statistics and found them to have a 5% to 8% <br />difference in terms of the sampling size. <br /> <br />Fyne: <br /> <br />When you did the Shopping Center did <br />you choose every third, fifth, or <br />sixth place of business? <br /> <br />Scott: <br /> <br />They would have gone into every <br />outlet.
