Keany and Mandy Balzarini, Youth Programs Supervisor, presented certificates <br />for service and sweatshirts with the City's Youth Advisory Board logo to the following <br />Youth Advisory Board members: Anna Massie, Hannah Sipfle, and Lauren Slack. <br /> <br />Davidson stated Council member Keany was instrumental in the formation of the Youth <br />Advisory Board, and he commended Keany for his work. <br /> <br />RESOLUTION NO. 16, SERIES 2003 - A RESOLUTION ADOPTING THE CITY <br />OF LOUISVILLE POLICE SITE AND RECREATION PARK CONCEPT PLAN <br /> <br />Davidson called for Staff presentation. <br /> <br />Recreation/Senior Services Director Keith Williams reported on the concept plan for the <br />14-acre site located on the comer of McCaslin and Via Appia. One of the purposes for <br />the plan was to discover what amenities could fit together on this available city property. <br />Input was received from the public, City Council, and Staff. The concept plan is a <br />preliminary long-range plan, which demonstrates the intent of the City Council to provide <br />adequate space for specific designated amenities. He noted it should be recognized as a <br />site plan that can be changed, modified and revamped as future design phases occur on <br />the site. The concept plan included the following: the existing recreation center <br />w/proposed expansion; the existing tennis courts (4 courts); the existing arboretum; the <br />planned police station; the existing inline hockey rink; the proposed skate park; the <br />proposed community pool; the proposed tennis courts (4 courts); the proposed basketball <br />court; the proposed playground (w/shelter) and the proposed multi-purpose field. He <br />stated the Louisville Aquatics Foundation has reviewed the concept plan and are <br />collecting donations for future aquatic facilities. <br /> <br />Sisk asked if the Planning Commission had reviewed the plan. Williams replied no. <br /> <br />Sisk asked Planning Director Wood what process would be followed to implement the <br />amenities. Wood stated the process would through Special Review Use. <br /> <br />Sisk questioned whether precedence is being set for the concept plan and if the public <br />process and the Planning Commission are being bypassed <br /> <br />Keany asked if there was a PUD process for the inline skating rink or the lighting at the <br />tennis courts. Wood stated the inline skating rink was considered a relocation of an <br />existing rink facility and the tennis court lighting did not have a PUD process. <br /> <br />Davidson stated the City is proceeding as the owner of the property. He voiced his <br />commitment to the public process, however, noted there is no assurance on the final <br />development of the property. <br /> <br />Sisk asked if the plans are merely a concept. <br /> <br /> <br />
