connecting lines, the total cost turns out to be fairly constant <br />and independent of the route of the main pipeline. The preliminary <br />preferred route has the lowest direct environmental effect <br />associated with construction. The modified Western alignment <br />shares the same route with the preliminary preferred route, but at <br />the point where the right-of-way joins with the WAPA power line, it <br />only follows that power line for about 1/2 mile, then continues <br />south about one mile west of 95th Street. Once the pipeline either <br />goes to the east or the west of the Longmont Airport and clears <br />Longmont's planning area, then it turns back to the east to a point <br />generally along 95th Street. It would continue south until a <br />connecting line can be built to serve Broomfield or the line can <br />serve Louisville, Lafayette, and potentially Superior. The <br />environmental consequences of this route are somewhat greater than <br />the preliminary preferred route. If Erie, Louisville, Lafayette, <br />and Superior are to participate in this project, the cost savings <br />to those entities of going on the west side are significant. The <br />amount of cost saved depends upon which of those entities <br />participate and how much flow capacity they would commit to. <br />Potentially, the savings would be on the order of $5-$10 million. <br />If these entities are interested in participating in this, <br />preliminarily they are prepared to recommend the westerly route. <br />If there is no participation by Lafayette, Louisville, and <br />Superior's participation is handled in a different way, then the <br />lowest cost alternative for the remaining participants would be the <br />preliminary preferred route. <br /> <br />Mayer: Will this be decided before any <br /> final agreement is made? <br /> <br />Dreher: Yes, but not before an interim <br /> agreement. <br /> <br />Mayer: How do you define an interim <br /> agreement? <br /> <br />Dreher: <br /> <br />We are contractually obligated to <br />have the pipeline built to <br />Broomfield, barring any significant <br />delays, by January 1, 1995. That's <br />the date that Broomfield City <br />Council has promised their <br />constituency. The interim agreement <br />was intended to identify who was or <br />wasn't serious about this. With the <br />interim agreement we felt we could <br />solicit some level of participation <br />that had some meaning with it, <br />because it was associated with a <br />payment of some dollars.
