That minimum <br />set of participants consists of the <br />Little Thompson/Center Weld Water <br />District, Longmont, Ft. Lupton, <br />Hudson, Erie, Broomfield, and <br />Superior/Superior Metropolitan <br />District. Based upon the results of <br />the preliminary engineering study, <br />we calculated estimated <br />participation costs. For the <br />assumed minimum participation <br />consisting of the entities in the <br />minimum set of participants, <br />Louisville is not in that set, so <br />therefore there is a zero cost. <br />That minimum set established what we <br />felt was a "lower bound" of the <br />possible cost of participation. To <br />provide an "upper bound", actually a <br />"lower bound" in terms of <br />participation, an "upper bound" in <br />terms of cost.
