Citv0j' <br />Louisville <br />COLORADO SINCE 1878 <br />Open Space Advisory Board Meeting Minutes <br />Wednesday, January 11th, 2017 <br />Louisville Public Library: First Floor Meeting Room <br />951 Spruce Street <br />7:00 pm <br />I. Call to Order- Helen called the meeting to order at 7:09 pm. <br />II. Roll Call - <br />Board Members Present: Helen Moshak, Laura Scott Denton, Linda Smith, <br />Graeme Patterson, Jim Gibb, Fiona Garvin <br />Board Members Absent: Mike Schantz, Missy Davis <br />City Council Members Present: none <br />Staff Members Present: Ember Brignull <br />III. Approval of Agenda - <br />Helen announced that the interpretive education trail dedication sign review <br />discussion item had been removed from the agenda, as its plans had changed and it <br />was no longer relevant to the board. Linda moved to approve the agenda with the <br />aforementioned change. Graeme seconded. The motion was passed unanimously. <br />IV. Approval of Previous Meeting's Minutes - <br />Laura moved to approve the minutes as written. Linda seconded. The motion <br />was passed unanimously. <br />V. Staff Updates - <br />A. The CSU weed management research team has installed study plots at <br />Aquarius and Davidson Mesa and has applied the first round of herbicide treatment. <br />There will be temporary signs posted to explain to the public what's going on. The board <br />would like to have information on the project available for citizens to access on the City <br />webpage, too. <br />B. Ranger Kelsey and Ember met with the City prosecutor to discuss compliance <br />issues. They wanted the lawyer's opinion on whether the Parks & Recreation Director <br />could make changes to Open Space and Park rules, independent of the City code (and <br />other issues). The City prosecutor felt that the code indicated this can be done. The <br />motivation for this discussion has been that Joe may change the hours for the Davidson <br />Mesa Dog Off -leash Area. Neighbors have been complaining about noise on the Dog <br />Off -leash Area at very early/late hours. There are also differences between rules for <br />Parks and for Open Space specified in the code that staff would like to see aligned. <br />C. Staff has been continuing to work with a consultant to assign street <br />addresses to Open Space properties for ease of both dispatch and data collection. <br />D. Staff's edits and comments have been submitted for the Coal Creek Regional <br />Trail.
