Revitalization Commission <br />Minutes <br />January 9, 2017 <br />Page 3 of 4 <br />Budget has been divided into downtown and McCaslin. There is $70,000 for <br />each for Phase I. <br />Commissioner Menaker said there should be a sign pointing out Coal Creek Golf <br />Course and one directing people to Recreation Center. <br />Commissioner Gorsevski said these signs differ from the South Street <br />underpass. Do we want some uniformity? Trice believes there is some <br />uniformity. <br />DeJong said Hwy 42 and Pine is a main entrance to town and there should be <br />significant signage there. <br />Trice said the material of the signs can change depending on budget but right <br />now the background is a wood -like looking material. <br />Randy Caranci suggested the signs having a chip and connect to an app to help <br />people navigate. <br />SOUTH STREET GATEWAY DESIGN <br />There was a request from LRC to see plans for Gateway. Everything is as <br />planned and envisioned. Everything is on track as far as construction however <br />weather is always a factor. Early fall would be a good guess for a Grand Opening <br />with landscaping in spring 2017. <br />Commissioner Menaker would like "coming soon" signage. City Manager Fleming <br />will talk to Public Works Director Kowar. <br />Commissioner Gorsevski commented about the location of several utility <br />conflicts: Water lines appear to be under stamped concrete which may make <br />repairs difficult and expensive. <br />TIF REVENUE ANALYSIS <br />DeJong went over assumptions and projections. Revenue estimates to date have <br />been close to actuals. <br />City Attorney Light said in 2033 TIF will stop being collected but LRC body will go <br />on, revenue will be available and LRC can continue to fund projects. <br />Commissioner Lathrop said ending fund balance compared to underpass <br />commitment — During his interview for this term on LRC, Council member <br />Stolzmann asked Lathrop if LRC would be willing to move payment of underpass <br />up if the money is available. This concerns Menaker because the final bill is not <br />in, LRC is just starting parking study. Once money is in general fund, it is diluted. <br />
