themselves petition for the creation <br />of the Special Improvement District. <br />In some instances, the City Council <br />can create a Special Improvement <br />District without the consent of the <br />adjoining property owners. I <br />haven't looked at it recently to see <br />if that would work in this <br />situation. <br /> <br />Terry O'Conner, 1480 Moss Rock Place, Boulder, CO, a property owner <br />in the Colorado Tech Center, and on the Board of Directors of the <br />Colorado Tech Center General Improvement District. <br /> <br />O'Conner: <br /> <br />Speaking to the issue of <br />streetlighting, I would like for you <br />to keep a couple of things in mind. <br />It is an industrial park. There is <br />not a tremendous amount of activity <br />in the evening there. Streetlights <br />are expensive and it costs money to <br />maintain them. It's somewhat of a <br />duplication. In our plan and for <br />most of the buildings out there, and <br />I've built over half of the <br />buildings in the Colorado Tech <br />Center, we have pretty extensive <br />parking lot lighting. We could be <br />duplicating that lighting in the <br />streets. The sidewalks would be an <br />advantage at some point down the <br />road. We're trying to keep the <br />Colorado Tech Center competitive. <br />By imposing nickel and dime costs to <br />the project, we're going to loose <br />our competitiveness. <br /> <br />Mayer: <br /> <br />Would it be your experience that <br />streetlights would not be desired by <br />the owners at CTC? <br /> <br />O'Conner: <br /> <br />I don't have enough overall <br />experience with industrial parks to <br />tell you what is normal. I can just <br />tell you that everything is lighted <br />out there. <br /> <br />Mayer: <br /> <br />I'm concerned about someone coming <br />to the City and saying we don't have <br />streetlights or sidewalks and when <br />are you going to put them in. <br />That's building up a fairly large <br /> <br />6 <br /> <br /> <br />
