TO: MAYOR AND CITY COUNCIL <br />FROM: MALCOLM FLEMING, CITY MANAGER <br />DATE: MAY 27, 2008 <br />SUBJECT: DISCUSSION -NOTICE OF INTENT REGARDING CITYWIDE COLLECTION <br />SERVICES <br />ORIGINATING DEPARTMENT: <br />SUMMARY: <br />PUBLIC WORk:S DEPARTMENT <br />Included in this year's City Council goals is development of a plan for implementing single hauler waste <br />collection with mandatory single stream citywide recycling. The purpose of such a program is to <br />increase the amount of recycling of the residential waste stream, to reduce the number of waste <br />collection vehicles on City streets, minimize the cost of waste collection and recycling for residents and <br />to support the County's recycling facility. <br />State law requires the City to provide written notice to any private person providing waste services in the <br />City of its plan to impose user charges for residential waste services. It is also required that a public <br />notice be published prior to imposition of a fee. Said notice must be published no less than six months <br />prior to the start of activity. The attached notice has been prf;pared to comply with the requirements of <br />State law regarding notice provision for Citywide Waste Collection Services. <br />Staff has attached a preliminary schedule which leads to initiating waste collection services in the first <br />quarter of 2009. Starting within a few weeks a public involvement process, including open houses and <br />related outreach, will be initiated. The preliminary schedule places the City Council consideration of <br />necessary ordinances establishing the waste collection enterprise in September and October of 2008. In <br />order to implement a waste collection service it is necessary to order the waste containers, or toters as <br />they are called. This process could take 2-3 months. The preliminary schedule calls for ordering the <br />equipment in October-November 2008 with delivery starting in January 2009. <br />The notice, preliminary schedule and draft RFP are attached for Council comments. Staff will present <br />more details regarding the public involvement process at the Tuesday night Study Session. <br />Staff intends to request authorization to publish the notice at the June 3, 2008 City Council meeting. <br />^ SUBJECT <br />Notice of Intent Regarding Citywide <br />Collection Services <br />AGENDA ITEM <br />
