the user base) will require our planning (IT Items# 7-8). The replacement schedule for the City's servers
and other equipment is staggered throughout the 6-year period (IT Items# 6&16).
Increase Security and Availability of Network Infrastructure
With more job functions and data being handled electronically, we will have an increased need to
transfer that data inside and outside the City's networks. Thus, it is imperative that we plan for ways to
make the infrastructure more robust. Considerations include:
• Network connectivity between City sites -Several initiatives are being considered to connect
different sites with faster, more reliable means. Possible interaction with a planned BVSD fiber
optic network (PubWorks Item# 8, IT Item# 11), may not only allow us to eliminate current T 1
costs, but may allow for additional functionalities (PubWorks Item# 5,9&13), and connections to
sites previously separate (Parks&Rec Item# 7).
• Remote data access by staff -Many departments want their staff to be able to work in the field
with laptops and other devices and be able to interact with the City's systems (Parks&Rec Item#
2, Planning Item# 5, PubWorks Items# :3,6, & 7).
• Implement second T1 out to Internet --This would provide a redundant circuit in case the first
one fails (we have no fallback circuit at this time), would allow data traffic control (setting data
priority and throttling) on specific types of network traffic, and the ability to offer new streaming
applications (CMO Item #3).
• Reconfiguration of network architecture - We cannot forget the continual need to keep our
network secure. This is an ongoing process, and among other things, we will be securing the
physical and logical elements of our infrastructure (IT Item #1, Parks&Rec Item# 9).
Streamlining the Process of Municipal Governance
One of the main services to deliver to our citizens and taxpayers is the actual function of municipal
governance itself. In order to make this function as effective as possible, plans are being developed for:
• Agenda creation and delivery -Creating, publishing, and posting of City Council agenda
packets -particularly in electronic format - is a process that has great potential for efficiency
improvements via software implementations and workflow controls (CMO Item# 2).
• City Council Laptops -Supplying Council Members with laptops would allow the City to
deliver packets electronically and will n.ot only save materials costs, but will increase the
efficiency of the administrative support staff (IT Item# 3).
Staff Training
In conjunction with the HR department, the IT department's future focus will also be directed towards
regular, continuing training of our City staff. T'he more time we spend educating our users up-front will
not only reduce the time spent later providing customer support, but will also allow us to take full
advantage of the resources we already have (especially our employee resources). These will be in the
form of "Brown Bag" training sessions city-wide, and specifically targeted training for each department
(HR Item# 2, IT Items# 7-8, Planning Item# 6).
