Proposed new Section to the Louisville Comprehensive Plan; This proposed Section would fall within Chapter 3 and would follow the Section on Community Character and Urban Design. NATURAL ENVIRONMENT (NE) The City of Louisville recognizes that protection and conservation of its local and regional environmental resources is important to city residents. The City will promote environmentally responsible: operations, planning, and development. All existing legal and regulatory requirements designed to protect the environment will continue to be enforced. Additional local regulations will be explored and implemented in an attempt to lessen the resource consumption, waste generation, and air and noise pollution impact of our community. The City will also strive to promote wise use of natural resources in its own municipal operations. The following principles will be adhered to: Principle NE-1: Promote community designs that encourage alternate transportation. Policy NE-1.1: The City will require new development to encourage walking and bicycling through its physical layout and by aesthetics. Policy NE-1.2: The City will require that new developments provide convenient access to public transit. Policy NE-1.3: The City will encourage the creation of mixed-use development which combines iresidential, recreational, educational, and/or commercial uses in order to decrease or eliminate driving. Policy NE-1.4: The City will encourage infill before peripheral development. Policy NE-1.5: In areas where: noise pollution exists or is anticipated, the City will require the implementation of mitigating design approaches. Principle NE-2: Promote sustainable; building practices. Policy NE-2.1: The City will encourage the use of energy-efficient lighting, appliances, and other devices in new development, redevelopment and in municipal operations.
