N1104.3 Required Elements <br />N1104.3.1 Deconstruction Elements of residential buildings to be removed or partially removed <br />from a parcel through non-exempt work for which a building permit is required must be handled <br />through deconstruction. Demolition is not permitted. <br />N1104.3.1.1 Deconstruction Plan A Deconstruction Plan, signed by a Deconstruction Professional, <br />must be provided at building permit application. The Deconstruction Plan must include: the name of <br />the Deconstruction Professional who approved the plan, the name of the Deconstruction Contractor, a <br />list of the materials to be recovered, recycled, or reused, and the destination of the materials to be <br />resold. The Deconstruction Plan must include both Nonstructural Deconstruction and Structural <br />Deconstruction. <br />N1104.3.1.2 Verification of deconstruction of a structure The completion of the deconstruction as <br />approved on the deconstruction plan must be verified by the Building Division. The deconstruction <br />contractor shall provide receipts or a written log of materials donated or sold. Any variation from the <br />approved Deconstruction Plan must be documented. <br />N1104.3.2 Construction Jobsite Waste Reduction and Recycling In addition to the deconstruction <br />of existing residential structures, all construction Jobsite wood, scrap metal, cardboard, and concrete <br />must be recycled. Material may be recycled on site, sent to a facility capable of sorting and <br />recapturing recyclable materials, or materials may be donated to a building materials exchange. <br />Labeled containers must be provided at the construction site for use in capturing recyclable material. <br />A mixed load container may be used if that container is being sent to a waste/recycling center that will <br />verify the weight of recycled material recovered from that mixed load. <br />N 1104.3.2.1 Construction Jobsite Waste Reduction and Recycling Plan A Construction Jobsite <br />Waste Reduction and Recycling Plan addressing how the requirements of Section 1104.3.2 will be met <br />must be provided with the building permit application. The plan (or written narrative }must specify <br />the placement of recycling containers and the destination(s) where the material will be recycled. <br />N1104.3.2.2. Verification Field inspection will be made by the Boulder County Building Division <br />during the building process. Documentation must be provided by the waste/recycling contractor <br />indicating the weight of material diverted from the waste stream and/or documentation from a building <br />exchange verifying the material donated to that entity. <br />N1104.3.3 Energy Conservation <br />N1104.3.3.1 Calculation of energy usage In order to administer the energy conservation <br />requirements of this Section, the energy consumption for each residential construction project will be <br />calculated by using the HERS Index applicable on the date of the adoption of this Chapter . <br />N1104.3.3.2 Construction The requirements of this subsection apply to new residences, <br />reconstructed residences, re-located residences, additions, and renovations of existing residences. <br />3 <br />
