Open Space Advisory Board <br />Minutes <br />February 8th 2016 <br />Page 5 of 6 <br />Works has to evaluate road volume and other factors to determine if a light is warranted. <br />Helen asked if we could ask Public Works to look at this issue this year. Helen <br />suggested this could be an agenda item for a future meeting. Jim commented that lots <br />of bikes use this route already. Lafayette and the County are also generally in favor of <br />this connection. Ember suggested removing the Powerline/Coal Creek intersection <br />improvement request (#4), as the County did not write a favorable response. Missy <br />suggested investigating grants from the COGO Connect Initiative for the #2 trail. Missy <br />added that she could help investigate this option. Jim made a motion to delete #4, and <br />to swap priorities #2 and #3. Graeme seconded. The motion passed unanimously. <br />XII. Discussion Item: Finalize 2016 Accomplishments <br />Ember shared the edits on this document made by board members over email. <br />Missy moved to accept the document with the indicated edits. Jim seconded. The <br />motion passed unanimously. <br />XIII. Discussion Item: Finalize 2017 OSAB Goals <br />Ember shared the edits made on this document made by board members over <br />email. Fiona asked whether there was any interest in adding trail -use surveys or use - <br />counter data. Ember replied that there had been a CIP for this kind of work a few years <br />back and it hadn't been funded. The board cautioned that there should be a specific <br />plan to use the data and a narrow focus before it was undertaken. <br />Mr. Steve Raisor (409 Majestic View Drive) commented that he would like to see <br />a new, alternative dog off -leash area acquired or repurposed, and for dogs to be put <br />entirely back on leashes at Davidson Mesa. He would also like to see the hours of <br />operation changed at the Dog Off -Leash Area, since dawn and after nightfall are very <br />noisy times that bother the immediate neighbors. He would also like to see the social <br />trails closed at Davidson Mesa. He would also like to abandon the proposed idea of <br />raising the trail at the Dog Off -leash Area, which would cause yet more contaminated <br />run-off to flow onto his neighborhood. He is also still concerned about the drainage pipe <br />from the Dog Off -leash Area that empties into his neighborhood. He also wants <br />improved signs there, with specific language about penalties. <br />Fiona asked about the Key Indicators that Council included in their budgets. <br />Ember told her that the Key Indicators reflect priorities of each program area that will be <br />reviewed by the Finance Committee and likely City Council. Jim commented that he <br />liked the Goals document. Helen said that this would remain a living document that <br />could evolve over the year, and did not require a motion to approve at this time. <br />XIV. Discussion Item: Open Space Division 2017/2018 Capital Improvement <br />Projects and 2017 Priority Projects <br />Ember shared Open Space's CIP worksheets to keep the board informed of <br />staff's goals and projects. She ran through the outline on page 106 of the packet, <br />pointing out the highlights. Missy suggested benchmarking Louisville's education <br />programs against neighboring communities. Laura added that we should be looking at <br />their advertising methods as well. Jim pointed out that the budget for the Boulder Youth <br />Corps seemed to have been cut. Ember replied that the money has been dispersed into <br />different program areas (e.g. Parks). <br />XV. Discussions Items for the Next Meeting on Wednesday, March 8th - <br />A. E -Bikes. Mr. Raisor mentioned that he is seeing E -Bikes on Davidson Mesa. <br />B. Open Space Education Programs. <br />6 <br />
