City Council <br />Study Session Summary <br />September 13, 2016 <br />Page 2 of 5 <br />Call to Order— The meeting was called to order at 7:00 PM by Mayor Pro Tem <br />Jeff Lipton. Mayor Muckle joined at 7:10 PM. <br />Discussion - 2016 Street Faire Season Update <br />Economic Development Director Aaron DeJong gave an overview of the 2016 <br />Street Faire. Sponsorship revenue was up though profits were flat over 2015. <br />Shuttle service was successful and well used. <br />Though not scientific, the Street Faire Committee tried to get a sense of where <br />people came from to visit Louisville. Nearly half of the attendees were from <br />Louisville/Lafayette. <br />Complaints were down. Revenues were down, no profit from operations <br />generated for the DBA. <br />The DBA recommends increasing the number of nights from 7 to 8 for 2017 and <br />bringing in a couple of larger bands. <br />The DBA is looking for balance: generating revenue for businesses, art and <br />entertainment and community. The DBA worked hard to mitigate the effects of <br />Street Faire on the community. Now, balance needs to be brought back to <br />revenues for businesses. <br />Mayor Muckle agrees with everything that has been presented and with the <br />recommendations. <br />Council member Maloney asked if sponsorships that were here for 2016 are solid <br />for 2017. Zaremba said the DBA will have to work hard for 2017 sponsorships. <br />Maloney also agrees with the recommendations. The 100% backstop gives him <br />pause. He prefers shared risk with partners in the DBA. <br />Council member Keany supports adding another night. He has concerns about <br />how big the bigger act should be. The City should help get the word out that <br />Street Faire is still going strong: website, utility bill insert, and newsletter. <br />Council member Loo said the City does not do marketing well, that is why we <br />forwarded money to the DBA. She feels it is inappropriate for the City to do an <br />open ended backstop. Zaremba said that starting in 2007 — 2008, the Street <br />Faire grew. As time has gone on, revenues have gone down. He does not feel <br />the City has big risk for financial calamity. <br />Council member Stolzmann said she appreciates the DBA and that complaints <br />were down. From the City's perspective, there are costs not accounted for, ie: <br />staff time and feels it is a $60,000 cultural activity downtown. <br />
