Revitalization Commission <br />Minutes <br />February 13, 2017 <br />Page 2of4 <br />Business Matters of Commission <br />DELO Update <br />Economic Development Director Aaron DeJong said construction is moving forward. <br />June or July for public infrastructure to be completed. <br />Justin McClure of RMCS said the project is ahead of schedule. Construction costs <br />continue to rise and labor issues continue. McClure thanked the City for continued <br />support. A few weeks of baseball season may be impacted. McClure will look into getting <br />the project moving to minimize impacts. <br />South Street Gateway Rendering <br />Chair Fisher said he noticed some graffiti that was cleaned up quickly. There were some <br />delays based on BNSF requirements so the project has been delayed. <br />Commissioner Gorsevski would like uniformity in the signage. <br />Downtown Property Update <br />Some changes have occurred downtown. Mark Oberholtzer has purchased the Blue <br />Parrot and attended the meeting in case Commissioners had questions. Mark is talking <br />to area restaurants; prefers a family oriented restaurant. Mark may consider having two <br />restaurants sharing a kitchen. <br />Waterloo is expanding to the former Madera Grill space. <br />DeJong reports there is still a healthy lease environment in Louisville. <br />Draft Downtown Parking Analysis Scope of Work <br />DeJong discussed the parking study that completed in the summer of 2013 downtown <br />and neighborhood. Usage trends were reported. 4:00 pm was peak parking time. From <br />the study, there was enforcement discussion, residential neighborhood permit program, <br />and a recommendation that a long term parking plan was needed. <br />325 spots needed for today's environment. <br />DeJong reviewed the goals in the packet for the proposed scope of work for a further <br />parking analysis. <br />Commissioner Menaker said we can't do a neighborhood parking solution unless you <br />have places to put the cars. Menaker said there are community benefits vs. costs and <br />those community benefits need to be considered. City Manager Fleming said surface <br />parking is not in keeping with downtown design guidelines. Charging can allocate <br />parking costs to those who use parking. Fleming wants to consider all the pros and cons. <br />He is not saying we have to have paid parking. <br />Randy Caranci asked about the FAR cap for downtown and how limits are set once the <br />cap has been reached. <br />3 <br />
