Revitalization Commission <br />Minutes <br />February 13, 2017 <br />Page 3 of 4 <br />John Leary said if train comes thru the analysis for parking should consider that impact. <br />Many goals and policies are beyond the scope of this study. The study should consider <br />current demand, how do we accommodate and factor in future demand. <br />Commissioner Menaker stated there was approximately 125,000 square feet left for <br />development until the cap was reached using current parking requirements. <br />John Leary said he would like to make a comment before goals are discussed. This <br />money has to be spent in addressing blight conditions downtown. There should be an <br />overall discussion of blight conditions and this may provide direction in pursuit of goals. <br />Commissioner Menaker said money must be spent in urban renewal area. John Leary <br />stated there was a previous policy discussion that money from one part of the urban <br />renewal area would not be spent in another for infrastructure. <br />Attorney Sam Light stated North end parcel is in urban renewal. No provision in plan that <br />parses out money. That language was removed. It is permissible to use TIF revenues. <br />Chair Fisher clarified: we don't need to do a separate blight study though it would be <br />appropriate to address the blight conditions through the conduct of the study. Attorney <br />Light concurred. <br />Mayor Muckle stated it needs to be clear the scope of work is to consider a parking <br />structure. <br />Draft Scope of Work slide was reviewed. <br />Commissioner Gorsevski asked if the scope would expand to include pedestrian access. <br />Ride sharing — see if all these items are related. Perhaps it should be a downtown <br />access study? <br />Randy Caranci believes access to retail stores around perimeter is important. It would be <br />nice to create an app for trail system that enhances wayfinding. <br />Does the study want to talk about all transportation modes? Have conversation around <br />bike parking, bike permit? Purchase green bikes? These actions could cause a reduction <br />in parking demand. <br />Commissioner Tofte asked if one component of parking could be input from Police <br />Department on their role. <br />Deputy City Manager Heather Balser said parking strategies could look at alternative <br />modes as one tool/option to meet some parking demand. <br />City Manager Fleming said conceptual plan should include two orientations — <br />north/south, east/west, how many stories? <br />Estimated timeline of RFP was reviewed. <br />4 <br />
