Revitalization Commission <br />Minutes <br />February 13, 2017 <br />Page 4of4 <br />LRC would see the proposed RFP at the next LRC meeting before it goes to Council for <br />review. <br />Chair Fisher asked the Mayor if Council is expecting this scope of work. Mayor said <br />Council will discuss. <br />Council member Stolzmann stated she does not want to spend public money on things <br />that are not useful. She feels the previous parking study would be useful for LRC to <br />review. Feels LRC is making this decision without the full context. She would like the <br />LRC to review previous studies including 2005 — 06 parking study. <br />Council member Stolzmann said the proposed scope is similar to the 2013 study. Go <br />back to 2013 study. The study suggested increasing the parking fee in lieu which has <br />not occurred. There was not consensus to create a residential parking permit system or <br />paid parking. If you carry on with structure, do so within our permitting process as it <br />relates to height and uses. She likes Commissioner Gorsevski's idea to include game <br />changers such as train, autonomous vehicles. <br />Commissioner Menaker said previous parking studies should be sent to LRC. <br />He said if there is a parking issue and we are going to solve parking, it will be with a <br />structure. He asked if the structure provides the potential we are trying to create. Have <br />actionable and understandable answers. <br />Mayor Muckle said what we want is a parking structure study plus the consequences, <br />pros/cons of such a structure. <br />Randy Caranci asked why the LRC is doing a study. Why not get the cost to build a <br />parking structure? <br />Deputy City Manager Balser said it is not just the parking structure; it is the structure <br />plus operations, maintenance, financing, etc. <br />Items for Next Meeting March 13, 2017 <br />Downtown Parking Analysis RFP <br />JeffCo league schedule and construction <br />Commissioner Comments: <br />none <br />Adjourn — The meeting adjourned at 8:57 am <br />5 <br />
