All in favor. <br /> <br />RESOLUTION NO. 38, SERIES 1992 - THE MEADOWS AT COAL CREEK <br />ANNEXATION - PUBLIC HEARING CONTINUED <br /> <br />Davidson re-opened <br />presentation. <br /> <br />the Public Hearing asking for a staff <br /> <br />John Franklin, Director of Community Development, explained that <br />this Public Hearing on the annexation/proposed zoning of The <br />Meadows at Coal Creek was continued until tonight. Numerous work <br />sessions have been entered into to reach a workable understanding <br />and compromise with regard to both the annexation and the <br />development itself. There were four (4) action items before <br />Council (SEE ATTACHED AGENDA). Should the Council wish to proceed <br />with and approve these items, the staff and the City Attorney had <br />some corrections that they would like to discuss with the Council. <br />The amendments or changes to the nature of the Resolutions and <br />Ordinances are needed to ensure that the actions that Council does <br />take are in accordance with the City's procedures. Before Council <br />was a request for annexation for approximately 27 acres of land <br />located south of Cherry Street at Taft Court. They are requesting <br />annexation to the City of Louisville and zoning to RE (Residential <br />Estate). <br /> <br />Jim Fraker, JR Engineering, representing the applicant, stated <br />that negotiations had been going on since November 19, 1991, with <br />six (6) major revisions and many fine tuning sessions. They have <br />agreed to develop their project based upon ten (10) C.O.'s per <br />quarter, which will be a 2 1/2 year build-out, commencing from <br />1993. The overall PUD encompasses five (5) significant tracts of <br />land. The first one is a four (4) acre tract located in the <br />northeast corner, which was previously annexed and zoned; the <br />remainder of this parcel is all of the land east of the Public <br />Service tract, which is owned by Mr. Moore; the Public Service <br />tract itself; a half acre site, which is Mr. Moore's tract; and a <br />ten (10) acre tract, which is Mr. Tracy's tract. The total <br />development to date encompasses 31 acres of land. Access is from <br />Taft Street, which is accommodated by the traffic islands in Cherry <br />Street, with a second access, which is a safe distance from the <br />planned access into the Cherry Street Technical Park. Mr. Fraker <br />continued to re-review the PUD. <br /> <br />Michael Frontczak, 643 Fairfield Lane, Louisville, CO, felt the <br />City would be better off waiting until the Comprehensive Plan was <br />completed before annexing this land. He also was concerned about <br />the additional children in the schools, the safety issues <br />concerning the bike path, which backs up to existing full privacy <br />fences on the Coal Creek side, etc..
