The bike trail is part of <br />a north/south system and the <br />developer is going to be paying for <br />it. <br /> <br />Steve Baysinger, Parks and Recreation Director, stated that the <br />trail on the western edge will eventually connect to Club Homes, <br />which is to eventually connect to the Coal Creek Amenity Center. <br /> <br />Howard stated that this is an enclave, which greatly limits the <br />City's ability to do things. They have a right to come into the <br />City, because it is an enclave. He commented that the developer <br />was extremely willing to work with the City. The City has as close <br />to an "iron clad" agreement as a statutory City can get on how <br />quickly the growth can occur. <br /> <br />Sisk: <br /> <br />Out of 102 units, where did you come <br />up with the 34 students? <br /> <br />Fraker: <br /> <br />I contacted the Boulder Valley <br />School DiStrict and they issued <br />formulas for developing how many <br />students. Per lot, per elementary, <br />you use a mulitiplyer factor of .33. <br />For middle and junior school, you <br />use a mulitiplyer factor of .21. <br />For high school and senior school, <br />you use a mulitiplyer factor of .16. <br />These are the mulitiplyer factors <br />that the School District uses in <br />projecting growth and they are the <br />ones that dictate what we use to put <br />together our projected student <br />influx. If you multiply that out, <br />it'll come out that the elementary <br />school will have 34 students, the <br />middle school will have 21 students, <br />and the high school will have 16 <br />students for a total of 71 students. <br /> <br />Sisk: <br /> <br />As far as the bike lane that adjoins <br />Coal Creek Ranch, would it make any <br />sense to have that landscaped? <br /> <br />Fraker: <br /> <br />At the present time, our engineering <br />estimate is based upon, after <br />discussions that we had, it was <br />thought that a 6 ft. privacy fence <br />would be built along our property <br />line and the site itself was to be <br /> <br />7 <br /> <br /> <br />
