The purpose of the meeting is to make progress toward the decision <br />of whether or not to participate in the Northern Colorado Water <br />Conservancy District, Southern Water Supply Project. She stated <br />that the Northern Colorado Water Conservancy District East Slope <br />Facilities Tour is scheduled for September 22, 1992, from 8:00 a.m. <br />until 4:00 p.m. It will depart from the District's office in <br />Loveland. Brand reminded Council of next Tuesday's Budget Work <br />Session and the meeting with the Louisville Fire Protection <br />District on Thursday, October 15, 1992, 7:00 p.m. at Station No. 2. <br />Brand distributed a copy of the Tabor/Bruce Amendment, which will <br />be on the November ballot. <br /> <br />COUNCIL COMMENTS AND COMMITTEE REPORTS <br /> <br />Howard stated that Council has just approved Neodata coming into <br />town. He explained that although the funds were anticipated to <br />come to the City this year, what was not anticipated was the <br />Kmart/King Soopers monies, which are additional funds. He would <br />like to use what is "additional monies" and earmark it for the <br />acquisition or the refurbishment of a central park for the City of <br />Louisville. That would give the City a head start, so when the <br />City finds land to acquire or needs to start building things like <br />ball fields, etc, there will be some monies already available <br />without the City having to get bond issues or raise taxes, etc. He <br />wanted Council's comments on this proposal and if it's favorably <br />approved by Council, he would move that as a motion. <br /> <br />Davidson thought it was as good idea and wanted to take up the <br />detail of it in a Budget Work Session. He stated that the <br />Lastoka/Harney property has requested from the County, an offer for <br />that property as part of the County/Lafayette/Louisville open space <br />agreement. The County has made an offer and Davidson discussed it <br />with the City Administrator and Ron Stewart earlier this week. <br />They discussed Louisville's participation, Louisville getting <br />credit for the fact that they have already purchased the Aquarius <br />property, and the possibility of Louisville, perhaps jointly with <br />or separately from Lafayette, possibly locating a lighted ball <br />field complex on the land. <br /> <br />Annette Brand, City Administrator, had contacted Ron Stewart and <br />they are setting up a meeting, so the four (4) can meet together. <br />The fourth person being Carolyn Holmberg, Open Space Coordinator <br />for Boulder County. <br /> <br />Mayer wanted to get a feeling for the impact of Neodata. He felt <br />Council had to wait and see, concerning Howard's proposal, in the <br />City budgeting process about what happens with Amendment No. 1. He <br />stated that if Amendment No. 1 passes, what Howard is talking about <br />probably wouldn't be legal.
