City Council <br />Meeting Minutes <br />March 7, 2017 <br />Page 3 of 14 <br />Mayor Muckle re -opened the public hearing. <br />Director Zuccaro stated based on Council direction from the February 7, 2017 meeting, <br />staff has made the following changes to the McCaslin Boulevard Small Area Plan: <br />Removed the Transit Oriented Development (TOD) areas from the maps on <br />pages 17 and 23; <br />Removed the reference to TOD under the description of "Center" type <br />development on page 17; and <br />Updated the TOD language on page 27 to include background information on the <br />McCaslin BRT station and TOD in general, but the language states the Small <br />Area Plan does not address TOD policies. The updated language also explains <br />any future TOD development not supported by current policy could pursue a <br />Comprehensive Plan amendment and changes to zoning. <br />Staff has made no other changes to the Plan from the version presented on February 7, <br />2017. <br />Director Zuccaro noted this is has been advertised and is the public hearing. He <br />reviewed how staff took public input on the Plan over the past two years including: <br />• Place Making Workshop <br />• Walkability Audit <br />• Alternatives Review <br />• EnvisionLouisvilleCO.com <br />• Surveys <br />• PC and CC Public Hearings <br />He reviewed the options the Council has tonight: <br />• Adopt as submitted; <br />• Adopt with final edits directed to staff; or <br />• If Council desires additional information, provide staff specific direction on <br />information requested and continue adoption hearing. <br />Mayor Muckle asked for public comments <br />Jeff Sheets, 5291 East Yale Avenue, Denver, representing Koelbel and Company, <br />stated Koelbel is the majority land owner in Centennial Valley. He noted they own <br />product in each planning area in the Plan. He stated he thinks the Plan is based on <br />incorrect information about the marketplace. He does not support the Plan as it is <br />written and feels it may harm some of these planning areas. He does not think it is <br />positive for property owners and it won't energize development in the area. He would <br />like a policy statement included stating the illustrations are not specifically indicative of <br />what is expected in the area and are not binding. This will address unintended <br />consequences in the future. As written, it might scare off developers. He would like <br />Koelbel to be included in any future discussions of the design guideline changes. <br />30 <br />
