City Council <br />Meeting Minutes <br />March 7, 2017 <br />Page 4 of 14 <br />Bernard Funk, 1104 Hillside Lane, asked if there were still any plan for residential west <br />of McCaslin Boulevard on Centennial Parkway. If yes, he would like neighbors to be <br />involved in design guidelines to help protect the properties surrounding new <br />development. He expressed concern about school overcrowding. <br />Director Zuccaro stated the new residential west of McCaslin Boulevard has been <br />removed from the Plan. Councilmember Loo clarified the area on Centennial Parkway is <br />zoned for commercial. She asked Mr. Funk if he would prefer residential or commercial <br />in that area. Mr. Funk stated he is supportive of commercial in that area, but if we are <br />entertaining anything else he would like some input. <br />Curtis Paxton, 383 Meeker Court, asked the Plan clearly state there be a maximum <br />height of two-story buildings in the area east of McCaslin Boulevard. Director Zuccaro <br />confirmed that is what is in the Plan. <br />Ronald Heffner, 1132 Hillside Lane, stated his concerns are maintaining the value of his <br />home, the severity of the traffic on McCaslin Boulevard, not having residential in the <br />area southwest of his home. <br />Mayor Muckle closed the public hearing. <br />Mayor Muckle thanked everyone who has been engaged in this process through many <br />versions and changes. He supports the Plan as presented tonight. He understand the <br />concerns of Koelbel and Company and feels those can be addressed. <br />Mayor Pro Tem Lipton asked about the pedestrian signal on McCaslin Boulevard and <br />how long it will stop traffic to allow a pedestrian to cross six lanes. Director Zuccaro <br />stated he did not have a time estimate. Mayor Pro Tem Lipton stated his concern is how <br />long it will hold up traffic particularly at rush hour. <br />Councilmember Maloney also thanked staff for their work. He appreciates the additional <br />TOD language in the Plan. He added he would also like to see the pedestrian signal <br />removed. He agrees with Mr. Sheets that the illustrations can feel prescriptive to <br />developers and should be considered. He supports approving the Plan tonight. <br />Mayor Muckle noted the signal could be addressed in the budgeting process and he <br />prefers to leave it to make a statement about the importance of walkability in the area. <br />Councilmember Keany noted there are no trail connections near that pedestrian signal <br />so he feels it can be removed from the Plan without great impact. He supports the Plan <br />as presented tonight. He hoped there will be ways to address Mr. Sheets' concerns <br />through the design guideline update. <br />31 <br />
